JAKARTA (IndoTelko) - Rearrange of prepaid sim card registration will be rolled out on December 15, 2015 is predicted to reduce the number of circulating SIM cards amid the increase of stringent activation.

According to Dian the first phase of the registration rearrangement procedure that is being targeted is not the existing new customers.

"Most people would be surprised if they want to buy a sim card but do not have their id card with them, they must head back home to get it. The registration process is not a problem wherever signal is available. We've got the system and there are 250 thousand retail outlets belonging to XL that are already registered and ready to support," she explained.

Dian added that operators and retail outlets are not only to perform customer registration validation. "How do we get the comparative data for verification? We are actually ready for it, it is great for services that needs the Know Your Customer (KYC) system. Ideally we can access demographic data," she described.

Predictability, this sim card registration control measure would at least make retailers and operators to suffer  for about two years. "Based on experience  in India, the new market can understand the correct registration. The key is that the education and the rule of law, " she concluded.

Previously, the Ministry of Communications and Information requiring the registration of prepaid cards is only done in sales outlets from 15 December 2015. The prepaid cards seller will have to guarantee the identity number registration can only be at the booth, can not by its own customers.

Later, seller identification number must be included during the SIM Card registration process so that buyers must inform the seller themselves for the initial sim card activation. This way is believed to improve the traceability of the card holder if there are any abuse.

The identification number will be similar with the ID card numbers, which include number components that indicates the location of the seller, provinces, counties and districts where it operates. The system is designed to fail if it does not include the registration number of the seller's identity to ensure the customer can not register themselves.
